1. Measures for the Management of the List of Key Units of Environmental Supervision
These Measures are formulated in accordance with the Environmental Protection Law of the People's Republic of China, the laws on the prevention and control of water, air, noise and soil pollution, and the administrative regulations on groundwater management and discharge permit management, in order to strengthen the supervision and management of key units of environmental regulation and strengthen the precise control of pollution. The Measures for the Management of the List of Key Units of Environmental Supervision, which was deliberated and adopted by the Fourth Ministerial Meeting of the Ministry of Ecology and Environment in 2022 on August 15, 2022, are hereby promulgated and will come into force as of January 1, 2023.
2. Guidelines for Enterprise Greenhouse Gas Emission Accounting and Reporting Power Generation Facilities; Technical Guidelines for Enterprise Greenhouse Gas Emission Verification Power Generation Facilities
In order to further improve the quality of carbon emission data, improve the system and mechanism of the national carbon emission rights trading market, and enhance the scientific, rational and operational nature of technical specifications, the Ministry of Ecology and Environment has formulated the Guidelines for Enterprise Greenhouse Gas Emission Accounting and Reporting for Power Generation Facilities and the Technical Guidelines for Enterprise Greenhouse Gas Emission Verification for Power Generation Facilities. It is hereby promulgated and shall come into force as of 1 January 2023.
3. Emission Source Statistics of Technical Specifications for Ecological Environment Statistics (HJ772-2022)
In order to implement laws and regulations such as the Environmental Protection Law of the People's Republic of China, the Statistics Law of the People's Republic of China, the Implementing Regulations of the Statistics Law of the People's Republic of China, and the Regulations on the Administration of Emission Permits,
strengthen the management of ecological environment statistics, and standardize the statistical investigation of emission sources, the Ministry of Ecology and Environment has formulated the national ecological environment Standard, Ecological Environment Statistics Technical Standards for Emission Source Statistics. This standard specifies the general principles and methodological requirements for emission source statistical investigation design, data collection, data summary and submission, quality control, report preparation, and data publication. This standard will come into force on January 1, 2023.
4. List of Invasive Alien Species for Key Management
In accordance with the BioSecurity Law of the People's Republic of China, the Ministry of Agriculture and Rural Affairs, together with the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the General Administration of Customs and the State Forestry and Grassland Administration, have formulated the List of Key Invasive Species under Management, which is hereby promulgated and will come into force as of January 1, 2023.
5. Marking Rules for Automatic Monitoring Equipment for Pollutant Discharge
These rules are formulated in order to implement the main responsibility of the pollutant discharge unit, ensure the normal operation of the automatic monitoring equipment, ensure the authenticity, accuracy, integrity and effectiveness of the automatic monitoring data, and guide the pollutant discharge unit to report the abnormal data transmission of the automatic monitoring equipment to the competent ecological environment department in a timely and truthful manner. As of January 1, 2023, this announcement is officially implemented in the domestic waste incineration power generation, thermal power generation, cement manufacturing and paper and other industries. All localities may, in light of the actual situation, organize other industries for reference.
6. Advanced Level of Energy Efficiency, Energy saving Level and Access Level of Key Energy-using Products and Equipment (2022 edition)
In order to implement the relevant work deployment of the Opinions of the CPC Central Committee and The State Council on Fully, Accurately and Comprehensively Implementing the New Development Concepts to Achieve Carbon Peak and Carbon Neutrality and the Action Plan for Achieving Carbon Peak before 2030, promote the improvement of energy efficiency of key energy-using products and equipment and the upgrading of technical equipment, and promote effective investment, The National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, and the General Administration of Market Regulation jointly issued the Notice on Releasing the Advanced Level of Energy Efficiency, Energy Saving and Access Level of Key Energy-Using Products and Equipment (2022 version). The above provisions will be implemented from January 1, 2023, and if there are special provisions in the relevant product equipment standards, the provisions shall apply.
7. Accounting Methods for Marine Carbon Sinks (HY/T 0349-2022)
China's first comprehensive Marine carbon sink accounting standard, "Marine carbon Sink Accounting Method" (HY/T 0349-2022), was approved by the Ministry of Natural Resources. Established in 2017 and led by the First Institute of Oceanography under the Ministry of Natural Resources, the Standard provides a set of applicable methods for Marine carbon sink research and application. The "Standard" considers that Marine carbon sinks are the processes, activities and mechanisms by which mangroves, salt marshes, seagrass beds, phytoplankton, macroalgae, shellfish, etc. absorb and store atmospheric carbon dioxide from the air or seawater, and stipulates the process, content, methods and technical requirements of Marine carbon sink accounting work, ensuring that Marine carbon sink accounting work has standards to follow, and filling the gap in industry standards in this field. This standard will come into force on January 1, 2023.
8, "Low-level radioactive waste package characteristics identification - cement solidified body" (GB 41930-2022)
This standard specifies the requirements and methods for characterization of low-level radioactive waste packages with cement as the main solidifying (fixed) medium. This standard applies to the characterization of low-level radioactive waste packages (both solidified and fixed) to be disposed of near the surface. This standard does not apply to the characterization of waste packages using high integrity containers. This standard will come into force on January 1, 2023.
9. Technical Guide for Monitoring Fine Particulate Matter (PM2.5) by Satellite Remote Sensing (HJ 1264-2022)
These standards are formulated for the purpose of implementing the Environmental Protection Law of the People's Republic of China and the Law of the People's Republic of China on the Prevention and Control of Air Pollution, preventing and controlling ecological environmental pollution, improving the quality of the ecological environment, and standardizing and guiding the monitoring of fine particulate matter by satellite remote sensing. This standard specifies the methods, results verification and quality control of satellite remote sensing fine particulate matter monitoring. Appendix A to this standard is an informative appendix. This standard is published for the first time. This standard will come into force on January 15, 2023.
10, "Determination of benzene series in the exhaust gas of Fixed pollution source" (HJ 1261-2022)
This standard specifies bag sampling/direct sampling gas chromatography for the determination of benzene series in the exhaust gases of stationary sources. This standard is applicable to the determination of benzene, toluene, ethylbenzene, o-xylene, m-xylene, p-xylene, isopropylbenzene and styrene in the exhaust gas of fixed pollution sources. When the sample volume was 1.0 ml, the detection limit of the method was 0.2mg /m3 ~ 0.6mg /m3, and the determination limit was 0.8mg /m3 ~ 2.4mg /m3. This standard will come into force on January 15, 2023.
11. Gravimetric Method for Determination of Total Suspended Particulate Matter in Ambient Air (HJ 1263-2022)
This standard specifies the gravimetric method for the determination of total suspended particulate matter in ambient air. This standard is applicable to the manual determination of the concentration of total suspended particulate matter in ambient air using a high-flow or medium-flow sampler, as well as to the manual determination of total suspended particulate matter concentration in the air at unorganized emission monitoring points. The detection limit of the method is 7 μg/m3 when the sampling volume is 1512 m3 using a large flow sampler and a 1/10,000 balance. The detection limit of the method is 7 μg/m3 when the sampling volume is 144 m3 using a medium flow sampler and a one in 100,000 balance. This standard will come into force on January 15, 2023.
12, "Determination of ambient air and exhaust odor Three-point comparative odor bag method" (HJ 1262-2022)
This standard specifies a three-point comparative odor bag method for the determination of odor emission in different forms from ambient air and various odor sources (including water). This standard is applicable to the determination of odor in ambient air, air at unorganized emission monitoring points and exhaust gas samples from stationary sources. This standard determination method is the olfactory organ determination method, which is not limited by the type, number of types, concentration range and concentration ratio of the components contained in the odor. This standard will come into force on January 15, 2023.
13, "Printing industry air pollutant emission Standards" (GB 41616-2022)
The "Emission Standard for Air Pollutants in the Printing Industry" (GB 41616-2022) is published for the first time, which stipulates the control requirements, monitoring and supervision and management requirements for air pollutants in the printing industry.
It is applicable to the emission management of air pollutants of existing printing industry enterprises or production facilities, as well as the environmental impact assessment of printing industry construction projects, the design of environmental protection facilities, the acceptance of environmental protection upon completion, the issuance of emission permits and the emission management of air pollutants after putting into operation. The standard will be implemented from January 1, 2023.
14, "Glass industry air pollutant emission Standard" (GB 26453-2022)
The Emission Standard for Air pollutants in the Glass Industry (GB 26453-2022) stipulates the control requirements, monitoring and supervision and management requirements for air pollutants in the glass industry.
It is applicable to the emission management of air pollutants of existing glass industry enterprises or production facilities, as well as the environmental impact assessment of glass industry construction projects, the design of environmental protection facilities, the acceptance of completed environmental protection, the issuance of emission permits and the emission management of air pollutants after putting into operation. The standard will be implemented from January 1, 2023.
15, "Mineral wool industry air pollutant emission Standard" (GB 41617-2022)
The Emission Standard for Air pollutants in Mineral Wool Industry (GB 41617-2022) is published for the first time and specifies the requirements for the control, monitoring and supervision of air pollutants in mineral wool industry.
It is applicable to the emission management of air pollutants of existing mineral wool industrial enterprises or production facilities, as well as the environmental impact assessment, environmental protection facility design, completion acceptance of environmental protection, emission permit issuance and air pollutant emission management after production of mineral wool industrial construction projects. The standard will be implemented from January 1, 2023.
16, "lime, calcium carbide industrial air pollutant emission standards" (GB 41618-2022)
The Emission Standard for air pollutants in the lime and calcium carbide industry (GB 41618-2022) is published for the first time, which stipulates the control requirements, monitoring and supervision management requirements for the emission of air pollutants in the lime and calcium carbide industry.
It is applicable to the emission management of air pollutants of existing lime and calcium carbide industrial enterprises or production facilities, as well as the environmental impact assessment of lime and calcium carbide industrial construction projects, the design of environmental protection facilities, the acceptance of environmental protection upon completion, the issuance of emission permits and the emission management of air pollutants after operation.
The discharge of air pollutants in the lime production process of enterprises in the iron and steel industry, aluminum industry and other industries shall comply with the relevant provisions of this standard.
This standard does not apply to lime production facilities that use lime kiln exhaust gas as raw gas to produce chemical products. The standard will be implemented from January 1, 2023.
1. Regulations of Shandong Province on the Prevention and Control of Environmental Pollution by Solid Waste
These Regulations are formulated in accordance with the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by solid Waste and other laws and administrative regulations and in light of the actual conditions of this Province in order to prevent and control environmental pollution by solid waste, save and rationally use resources, safeguard public health, maintain ecological safety, promote ecological civilization construction and promote sustainable economic and social development. These Regulations shall apply to the prevention and control of environmental pollution by solid waste in the administrative areas of this province and its supervision and administration. These Regulations shall not apply to the prevention and control of pollution of the Marine environment by solid waste and the prevention and control of pollution of the environment by radioactive solid waste. Where laws and regulations provide otherwise for the prevention and control of environmental pollution by domestic garbage and medical waste, such provisions shall be followed. These Regulations shall come into force on 1 January 2023.
2, Jilin Province after the discharge Permit Management Measures
In order to implement the Regulations on the Administration of Pollutant Discharge Permits and the Guiding Opinions on Strengthening the Enforcement and Supervision of Pollutant Discharge Permits, accelerate the implementation of the fixed pollution source supervision system with pollutant discharge permits as the core, realize the whole-process and multi-factor "one-certificate" management, standardize the post-discharge permit management, and promote the effective implementation of pollutant discharge permits. Jilin Province Department of Ecology and Environment issued the "Jilin Province after the discharge Permit Management Measures." These Measures shall come into force on January 1, 2023.
3. Regulations on the Classification and Management of Urban Domestic Waste in Liupanshui City, Guizhou Province
These Regulations are formulated in accordance with the provisions of the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste and other laws and regulations, and in light of the actual conditions of this Municipality, in order to strengthen the classified management of domestic waste, improve the level of reduction, resource utilization and harmfulness of domestic waste, and promote the construction of ecological civilization and high-quality economic and social development. The regulations will come into force on January 1, 2023.
4, "Kunming Construction Engineering Construction Site Dust Pollution Prevention and Control Measures"
The People's Government of Kunming City issued the "Measures for the Prevention and Control of Dust Pollution at Construction Sites of Kunming City", which has a total of 21 articles, mainly standardizes the scope of application, functions and responsibilities, on-site measures, supervision and management, and legal responsibilities for the prevention and control of dust pollution at construction sites of Kunming City. These Measures shall come into force on January 1, 2023.
5, "Jiuquan Dust Pollution Control Regulations"
The Regulations on the Prevention and Control of Dust Pollution in Jiuquan City were reviewed and passed at the sixth meeting of the Standing Committee of the Fifth People's Congress of Jiuquan City on September 16, 2022, and reviewed and approved at the 34th meeting of the Standing Committee of the 13th People's Congress of Gansu Province on November 25, 2022. For the purpose of effectively preventing and controlling dust pollution, improving the quality of atmospheric environment and safeguarding public health, these Regulations are formulated in accordance with the Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution and other laws and regulations and in light of the actual conditions of this Municipality. The regulations will come into force on January 1, 2023.
6. Regulations on the Promotion of Clean and Efficient Utilization of Coal in Shanxi Province
In order to promote the clean and efficient utilization of coal, ensure the realization of the goal of carbon peaking and carbon neutrality, and promote high-quality development in an all-round way, these Regulations are formulated in accordance with relevant laws and administrative regulations and in light of the actual conditions of this province. The Regulations on the Promotion of Clean and Efficient Utilization of Coal in Shanxi Province were passed at the 38th meeting of the Standing Committee of the 13th People's Congress of Shanxi Province on December 9, 2022, and will come into force on January 1, 2023.
7, "Huaibei City Dust Pollution Prevention and Control Measures"
The Measures for the Prevention and Control of Dust Pollution in Huaibei City were reviewed and adopted by the tenth Executive Meeting of the Municipal Government, and issued by the Municipal Government Decree No. 57 on October 18, and will come into effect on January 1, 2023. The Measures for the Prevention and Control of Dust Pollution in Huaibei City have a total of 28 articles, including the purpose and basis of the formulation of the measures, the scope of application, the responsibilities of the regulatory authorities, the main body of the responsibility for the prevention and control of dust pollution and specific prevention and control measures, the supervision and legal responsibilities of the competent authorities for the prevention and control of dust pollution, and the definition and elaboration of the regulatory responsibilities of the competent authorities for the prevention and control of dust pollution. The main body of responsibility and specific measures for the prevention and control of dust pollution have been determined and standardized, and the daily and special supervision system for the prevention and control of dust pollution has been improved and strengthened.
8, Shanghai Municipal Bureau of Ecological Environment, "Several Opinions on Supporting the Deepening of Environmental Assessment and Emission Permit Reform for New City Construction (Trial)"

It will be implemented on January 1, 2023.
9, Shanghai "Pollutant Emission Automatic Monitoring Equipment marking Rules"
Shanghai Municipal Bureau of Ecological Environment issued a notice on the implementation of the "Pollutant Emission Automatic monitoring equipment labeling Rules" trial work, the scope of implementation includes Shanghai municipal solid waste incineration power generation, thermal power generation, cement manufacturing, paper and other four industries involved in the enterprises and institutions. On December 1, 2022, trial marking began, and on January 1, 2023, it was officially implemented.
10, "Huaian City Construction waste Management Regulations"
In order to strengthen the management of construction waste, promote source reduction, resource utilization and standardized disposal, protect and improve the ecological environment, in accordance with the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste, the Regulations of The State Council on the Administration of Urban Appearance and Environmental Hygiene and the Regulations of Jiangsu Province on the Prevention and Control of Environmental Pollution by Solid Waste and other relevant laws and regulations, combined with the actual conditions of this Municipality, To enact these Regulations. These Regulations shall come into force on January 1, 2023.
11. Beijing Soil Pollution Prevention Regulations
In order to protect and improve the ecological environment, prevent and control soil pollution, safeguard public health, promote the sustainable utilization of soil resources, promote the construction of ecological civilization in the capital, and promote the development of the capital in the new era, these Regulations are formulated in accordance with the Law of the People's Republic of China on the Prevention and Control of Soil Pollution and other relevant laws and administrative regulations, and in light of the actual conditions of this Municipality. These Regulations shall apply to the prevention and control of soil pollution and related activities within the administrative areas of this Municipality. These Regulations shall come into force on January 1, 2023.
12, Beijing "Opinions on Further Strengthening the classification and Comprehensive Utilization of Construction waste"
Ten departments, including the Beijing Municipal Commission of Urban Management and the Beijing Municipal Commission of Housing and Urban and Rural Construction, jointly issued the Opinions on Further Strengthening the classified Disposal and Comprehensive Utilization of Construction waste as Resources (Beijing Guan Fa (2022) No. 24). The "Opinions" require that from January 1, 2023, Beijing will fully implement the classified disposal of construction waste, optimize and adjust the construction waste registration system, strengthen the closed-loop management of the construction waste chain, and vigorously promote the comprehensive utilization of construction waste resources. And from the strict supervision and assessment, strict record management, strict industry supervision, strict capital supervision, strict facility land use, strengthen industry self-discipline, strict law enforcement protection and other aspects of strengthening safeguards.
13. Regulations on the Prevention and Control of Environmental Pollution by Solid Waste of Inner Mongolia Autonomous Region
These Regulations are formulated in accordance with the Environmental Protection Law of the People's Republic of China, the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste and relevant state laws and regulations, and in light of the actual conditions of the Autonomous Region, in order to protect and improve the ecological environment, prevent and control environmental pollution by solid waste, safeguard public health, maintain ecological safety, promote ecological civilization and promote high-quality economic and social development. These Regulations shall come into force on January 1, 2023.
14. Regulations of Ningxia Hui Autonomous Region on the Prevention and Control of Environmental Pollution by Solid Waste
In order to protect and improve the ecological environment, prevent and control environmental pollution by solid waste, save and rationally use resources, safeguard public health, maintain ecological safety, promote ecological civilization construction, and promote high-quality and sustainable economic and social development, in accordance with the Environmental Protection Law of the People's Republic of China, the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste and other laws and administrative regulations, These Regulations shall be formulated in light of the actual conditions of the autonomous Region. These Regulations shall come into force on January 1, 2023.
15. Regulations of Zhejiang Province on the Prevention and Control of Environmental Pollution by Solid Waste
These Regulations are formulated in accordance with the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by solid Waste and other relevant laws and administrative regulations and in light of the actual conditions of this province in order to prevent and control environmental pollution by solid waste, promote the construction of ecological civilization and build a beautiful Zhejiang at a high level. These Regulations shall apply to the prevention and control of environmental pollution by solid waste within the administrative areas of this province. These Regulations shall not apply to the prevention and control of pollution of the Marine environment by solid waste and the prevention and control of pollution of the environment by radioactive solid waste. These Regulations shall come into force on January 1, 2023.
16, Zhejiang Engineering construction standards "Sponge City Construction Area Evaluation Standards"
This standard is formulated in order to standardize the evaluation of the regional effect of sponge city construction, systematically promote the sponge city construction in Zhejiang Province, improve the urban ecological environment, enhance the urban disaster prevention and reduction ability, expand the supply of high-quality ecological products, and enhance the sense of gain and happiness of the masses. This standard is applicable to the evaluation of regional effect of sponge city construction in Zhejiang Province. This standard will come into force on January 1, 2023.
17. Regulations on Ecological Protection and Restoration of Zhanghe River Basin, Jinzhong City
The People's Congress of Jinzhong City issued the Regulations on Ecological Protection and Restoration of the Zhanghe River Basin in Jinzhong City. The People's Government of Jinzhong City is responsible for unified guidance, overall planning and coordination of the ecological protection and restoration of the Zhanghe River Basin, the establishment of the joint conference system of ecological protection and restoration, the supervision and inspection of the implementation of the important work of ecological protection and restoration of the Zhanghe River Basin, and the assessment and evaluation. The county (city, district) people's government shall be responsible for organizing the implementation of ecological protection and restoration in the Zhanghe River Basin, such as the conservation and intensive utilization of water resources, water pollution prevention and control, river regulation and management, flood and drought disaster prevention, and shall supervise and evaluate the ecological environmental protection work of relevant departments. These Regulations shall come into force on January 1, 2023.
18. Implementation Rules for the Utilization of Recycled Water in Xi 'an City
According to the Detailed Rules, recycled water can be used for agricultural water, urban miscellaneous water, industrial water, water source and air conditioning, ecological water replenishment, and replenishment of river, lake surface water and groundwater. When recycled water is used for the above purposes, its water quality should meet the corresponding standards, and when recycled water is used for a variety of purposes, the water quality standards for the water supply of the same system should be determined according to the highest water quality requirements in a variety of uses. These Rules shall come into force on January 1, 2023.
19, Guangdong Province "Dust Explosition-related Enterprises Safety Risk Prevention and control Technical Code" (DB44/T 2390-2022)
This document specifies the overall requirements for the safety risk classification prevention and control work of dust explosion-related enterprises in Guangdong Province, safety risk identification, analysis and classification, safety risk prevention and control and notification, continuous improvement and document management. This document is applicable to the implementation and management of safety risk identification, analysis, classification, prevention and control of dust explosion-related enterprises in Guangdong Province. This document does not apply to hazardous chemicals, fireworks, explosives and dust sites involving strong oxidants. The standard will be implemented from January 8, 2023.
